Governor Carney Announces Interim Steps Allowing Small Businesses to Expand their Services with Social Distancing in Place; Universal Testing in Nursing Homes, Retail, hair dressers able to resume limited services while maintaining health guidelines.

Effective 8 a.m. Monday, March 16, 2020, Chief Justice Collins J. Seitz, Jr. exercised his authority under State law to declare a judicial emergency. All Delaware Courts have adopted standing orders implementing preventative measured related to COVID-19. The trial courts are each taking additional measures now that they have more flexibility in scheduling under this order. In turn, these measures have already been implemented and will impact client matters moving forward for the foreseeable future.

In light of our current situation, a primary election will be held in the state on April 28th.  Although the polls will be open, people may still be advised not to go out for this type of activity, but they can vote using an absentee ballot.  In order to vote by absentee ballot, they need to request a ballot ASAP but no less than 30 days prior to the election….so that means this week.

WILMINGTON, Del.- Gov. John Carney on Monday issued the 10th modification to his state of emergency declaration, banning all short-term rental units – including vacation home rentals, hotels, motels, and condo rentals – to help fight the spread of COVID-19.

The State of Delaware will lift restrictions on community pools starting at 5:00 p.m., Friday, May 22, 2020, subject to strict social distancing requirements and other restrictions. Community pools in Delaware may reopen at 5:00 p.m., Friday, May 22, but are limited to 20% of regular capacity. Swim lessons or practices of swim teams are not permitted at this time.
